The Dalton Board of Education members are Pablo Perez, from left, Sherwood Jones, Rick Fromm, Steve Laird and Tulley Johnson. Superintendent Jim Hawkins is the board secretary. The board meets in regular session monthly, usually the second Monday of the month at 6:30 p.m. The meetings are held in the Council Chambers of Dalton City Hall, 300 West Waugh Street. Rick Fromm, M.D., Chair
Dr. Rick Fromm is a surgeon with a Dalton medical practice. He is a graduate of Dalton High School and completed his undergraduate work at the University of Georgia. He earned his medical degree from the Medical College of Georgia, and completed his surgical training at ETSU James H. Quillen College of Medicine. Dr. Fromm is married and has two children that have graduated from Dalton High School and one child currently attending Dalton Public Schools. Dr. Fromm began his fourth term in office in January 2016.
Sherwood Jones, III, Vice-Chair
Sherwood Jones, III is a partner/principal in the local architectural firm, Carlson & Jones Architects. He is a graduate of Dalton High School, and holds a Bachelor's in Architecture from Auburn University, and a Master of Science in Management from Georgia Institute of Technology. He is married and has four children—a daughter at Dalton High, twins at Brookwood School, and a baby girl. Mr. Jones began his first term in office in January 2014.
Tulley Johnson, Treasurer
Tulley Johnson recently retired from the United States Postal Service and is an active member of the Dalton community. He has served in leadership positions in a variety of community organizations including the Dalton Recreation Commission, the Family Crisis Center, Boy Scouts, Dalton Education Foundation, and many others. Mr. Johnson is a graduate of Dalton High School and Georgia State University.He is married and his children are graduates of Dalton High School. Mr. Johnson began his fifth term in office in January 2016.
Steve Laird is the director of contract administration with Shaw Industries, Inc. He holds a Bachelor of Science in Accounting and Finance from Florida State University. Mr. Laird's wife is a teacher at Dalton Middle School and they have two children who are graduates of Dalton High School. Mr. Laird began his first term in office in January 2014.
Pablo Perez, M.D.
Dr. Pablo Perez is an internist with a Dalton medical practice. He graduated with honors at Autonomous University, Mexico in 1992 and earned second place at National Medical Residency, Mexico in 1993. Dr. Perez did his postgraduate work at Interfaith Medical Center, State University of New York, in Brooklyn New York and was Intern of the Month in 1997. He was certified by the American Board of Internal Medicine in 1999 and completed his Board recertification in 2009. Dr. Perez is licensed to practice in Georgia and Tennessee, is an active Medical Attending at Hamilton Medical Center, is Founder and Director of St. Joseph’s Clinic in Dalton and Chattanooga, is the Oversight Supervising Physician for Nurse Practitioners at Quad Medical Center in Dalton, is an active participant in the Northwest Georgia HealthCare Partnership since 2003 and was a board member of the Greater Dalton Chamber of Commerce from 2005 – 2011. Dr. Perez has also done medical missions to Haiti, Guatemala and founded Santiago de Chuco Medical Mission under P.A.M.S. Since beginning Santiago de Chuco Medical Mission, he has conducted seven medical missions to Peru, benefiting an average of 1800 patients. He was Chairman of PAMS Medical Missions 2013 and 2014; PAMSEF Secretary August 2014 to present; and President-Elect PAMSEF 2016 to 2017. Dr. Perez is married and has two children. Dr. Perez began his first term in office in January 2016.
Jim Hawkins, Ph.D., Superintendent
Dr. Jim Hawkins has served as the Superintendent of Dalton Public Schools since January 2009. He spent 36 years serving in Texas as a teacher, administrator, and superintendent in three school districts.
The Dalton Board of Education recruited Dr. Hawkins to Dalton because of his educational philosophy and commitment to the principle that students only truly learn from work that they find meaningful, relevant and engaging.
He earned his Doctorate, Master’s and Bachelor’s degrees from the University of North Texas.
Dr. Hawkins is active in the community and is currently a Director of the Northwest Georgia Healthcare Partnership (NGHP) and is serving on the Executive Committee. He served as the Chairman of the Board of Directors for the NGHP from 2014-16, and has been instrumental in transitioning Readers to Leaders (R2L) from Archway Partnership to NGHP. Dr. Hawkins is on the Board of Directors for United Way of Northwest Georgia, is a member of the Executive Committee and Chair of the Corporate Volunteer Committee (CVC). He is also a member of the Thrive 2055 Education Initiative Group and the Dalton Rotary Club. He is a member of the Northwest Georgia Regional Education Service Agency (RESA) Board of Control, and is a member of the Professional Association of Georgia Educators (PAGE) and participates in their Superintendent’s Leadership Network. He is also a member of the Georgia School Superintendents Association (GSSA).
Dr. Hawkins received a GSSA President’s Award for 2014. He was the 2002 Administrator of the Year by the Texas Association of Journalism Educators and was recognized as Educator of the Month by Texas School Business in January 2006. He served on the Texas Association of School Administrators (TASA) Public Education Visioning Institute from 2006-2008.
Dr. Hawkins and his wife transplanted to Georgia to move closer to grandchildren. They have a son, daughter-in-law and grandchildren that reside in Macon, Georgia, and another son and daughter-in-law that reside in Chicago, Illinois.
